(New City, NY) The Jewish Tribune today endorsed Thom Kleiner for Rockland County Executive, citing cited Thom’s opposition to the chicken slaughterhouse and his spearheading of “green” and environmentally conscious programs.

The Jewish Tribune stated: “He (Thom) vigorously protested a proposed 26,000-square-foot slaughterhouse sited in a residential area bordering New Hempstead.  The incumbent was conspicuously absent.”

Thom Kleiner’s campaign for new independent leadership in Rockland County has been riding a wave of momentum leading up to the final few days.  The Jewish Tribune’s endorsement addresses a major concern of voters over Scott Vanderhoef’s silence on the issue of the proposed slaughterhouse.  The County Executive could have at any time informed the Empire State Development Corporation that the proposed Chicken Factory was opposed by the Rockland Planning Board and that the Chicken slaughterhouse was situated right next to a residential neighborhood.  Yet, Republican Vanderhoef was conspicuously absent, and rejected a call from Kleiner to jointly request that the Governor redirect the funds to other worthy projectts in Rockland.

32 County Employees Who Each Contributed $1,000 or More To Vanderhoef’s 2009 Campaign Receive $15,703 Raises Over Past Two Years

333 Employees Budgeted To Earn Over $100,000; a 74% Increase from 2008

(New City, NY) Republican Scott Vanderhoef’s pay-to-play culture in Rockland County has continued with his new budget.  In addition to a 4.7% property tax hike, Vanderhoef has given 32 County employees who have contributed over $1,000 to his campaign committee an average raise of $15,703 over the past two years.

“This type of blatant pay-to-play atmosphere in Rockland County government is exactly why Rockland is the 5th highest taxed county in the nation.  While critical programs face budget shortfalls, Republican Vanderhoef is shamefully doling out five-figure raises to his political donors while Rockland families struggle with another property tax hike,” stated Kleiner campaign spokesperson Doug Forand.

According to the 2010 Proposed Personnel Budget produced by Scott Vanderhoef, 32 department directors, commissioners and coordinators would receive 14.52% raises over their 2008 salaries, for an average raise of $15,703.  These same 32 directors, commissioners and coordinators have contributed a total of $69,712, to Vanderhoef’s campaign fund since January 2006, an average contribution of $2,178 per person.

In addition the 2010 Proposed Personnel Budget produced by Scott Vanderhoef contains 333 positions with budgeted salaries of over $100,000 a year.  In 2008, only 191 positions had budgeted salaries of over $100,000 a year, but because of payroll abuse, 355 individuals were paid over $100,000.  This represents a 74% increase in budgeted hundred thousand dollar salaries, which will lead to higher pension costs for County taxpayers for years to come.

“It’s shocking,  a 74% increase in $100,000 salaries, while families across the County struggle to do more with less, shows a complete disregard for the taxpayers.  Rockland families already pay the 5th highest taxes in the nation – why would Vanderhoef keep recklessly spending in this current economy instead of finding obvious savings in his overpaid political cronies?” asked Forand.

(New City, NY) Republican Scott Vanderhoef has been raising hundreds of thousands of dollars from high-paid County employees, county contractors to whom he has awarded work and individuals he has personally appointed to various quasi-governmental positions.  All told, these individuals and companies have given Vanderhoef $285,376 or 44.18% of his total campaign donations.  The scope and breadth of the funds involved raises serious questions about out-of-control spending and a pay-to-play culture in Rockland County Government.

“This explains why Rockland residents pay the fifth highest taxes in the nation,” said Doug Forand, spokesman for Democrat Thom Kleiner’s campaign.  “Republican Vanderhoef has fomented a culture in which high salaries and lucrative government contracts somehow lead to hundreds of thousands of dollars in campaign contributions.  If Rockland taxpayers needed any more evidence of why we need a change after 16 years of high taxes and fiscal mismanagement, this is it.”

“Under Vanderhoef’s tenure, the County’s bond rating has been downgraded twice, property taxes jumped 28% just in the past two years and we face a multi-million dollar deficit for the third year in a row,” continued Forand.  “Now we see the full picture of how the money flows:  It starts with Rockland’s overburdened taxpayers, who are forced to fund Vanderhoef’s high-salaried employees, who then turn around and give money to Vanderhoef’s campaign committee so he can run for re-election to a fifth term.  It’s shameful.”

(Orangetown, NY) – Republican Scott Vanderhoef’s campaign has sunk to a disgraceful level by hiring FLS Connect [1]– a Republican misinformation firm that has been associated with several of the most notoriously dirty campaign tricks of the past decade.

The principals and partners of FLS Connect, formerly know as FLS-DCI, and Feathers Hodges Larson & Synhorst,[2] have been associated with:

-  Swift Boat Veterans For Truth[3] smear campaign in the 2004 elections

-  According to the New York Times, FLS helped develop phone calls[4] against Senator John McCain, stating, “In the 2000 South Carolina primary, one of the most notorious smear campaigns in recent American politics peddled distortions and lies about him, among them that Mr. McCain’s current wife, Cindy, was a drug addict and that the couple’s daughter Bridget, adopted from Mother Teresa’s orphanage in Bangladesh, was a black child Mr. McCain had fathered out of wedlock.”[5]

The DCI Group, a lobbying organization founded by FLS principal Thomas Synhorst, employed James Tobin while he was under investigation for involvement in a scheme involving the jamming of Democratic get-out-the-vote phone banks in New Hampshire during the 2002 election.[6]

In promoting the firm, Karl Rove has stated: “I know these guys well… From designing the program to drafting the scripts; from selecting targets to making the calls, they work as hard to win your races as you do.”

In addition, Madden Associates– the top campaign consultant to Republican Scott Vanderhoef, has launched a misinformation campaign for Republican candidates Denis Troy, Paul Whalen, and Tom Diviny to defeat a modest proposal for middle class housing. This smear campaign is eerily similar to the disruptions, cat-callings, and disrespectful behavior encouraged by Republicans strategists to stifle meaningful dialogue at recent healthcare town halls.

“Republicans need to stop their lies immediately.  Scott Vanderhoef and Denis Troy need to end their misinformation campaign and apologize to the public for their actions,” stated Thom Kleiner.

Through robo-calls and emails, Republicans circulated misinformation about the proposal stating that the legislation would “greatly increase housing density in the Town of Orangetown and drastically altered the character of our community.”

In fact the legislation would have NO IMPACT on housing density and simply require that any new housing developments built in either a multi-family residential zone (MFR) to set aside 10% of housing units to be affordable for young families, working families and seniors.  This proposal would also have no impact on zoning.

Kleiner added: “Our children cannot afford to buy houses in the very neighborhoods they grew up in and our seniors are being pushed out.  Requiring 10% of new developments built in our community to remain affordable for our children’s families are a modest step that is critical to maintaining the character of our community and our quality of life.”

Republican Vanderhoef and Troy seem unconcerned with the rapid loss of Rockland’s young families from 22 – 34 years of age due to the lack of affordable housing.

Rockland County is losing people within the age groups of 22 -34 at a much higher rate than New York State and the Country as a whole.

3 Point Plan to Fight Obesity, Save Tax Payers Money, and Help Rocklanders

(New City, NY) – Today, Orangetown Supervisor and Democratic County Executive candidate Thom Kleiner announced his new Healthy Responsible Rockland Initiative; a county-wide plan to reduce obesity, improve the health of Rockland residents and save taxpayers money. Kleiner urged the legislature to act immediately, but also pledged that as County Executive, it would be his priority to find new and innovative ways to reduce costs and spending by the County.

“Today, I am proposing a 3 point plan to help Rocklanders lose weight and lead healthier lifestyles. This is not only critical for the health and well being of everyone in Rockland County, but will also have a direct impact on the taxes we all pay,” Kleiner explained. “This year, according to the New York State Department of Health the health impact of obesity will cost Rockland County taxpayers an estimated $97.9 million in avoidable medical costs. My proposal will emphasize personal responsibility by giving individuals the opportunity to make smart, healthier choices regarding what they eat, while eliminating unnecessary and unhealthy products from our foods.”

Obesity will cost Rockland County an estimated $97.9 million this year in additional medical costs and more than half of that, $50 million, will be for Medicaid. That’s 80% of the $63 million Rockland County will contribute to Medicaid this year. Tackling the obesity problem in Rockland will not only improve public health and save lives, but will also save the County money.

Kleiner also revealed that among Hudson Valley Counties, Rockland has the second-highest rate of mortality from heart disease and stroke and third highest stroke mortality rate.

“Failure to act in light of these statistics would be irresponsible,” Kleiner stated. “Losing a parent or spouse to heart disease or stroke is devastating, but the County has the ability to take action now to help people stay healthy and lower these statistics.”

The Health Rockland Initiative would:

· Ban Trans-Fats in restaurants

· Promote personal responsibility by requiring chain restaurants to post calorie information

· Teach kids healthy habits by promoting healthier drinks and foods in Rockland schools

· Call on the FDA to stop Healthy Choice Labels from spreading misinformation about the nutritional content of foods

Chairwoman of the Rockland County Legislature Harriet Cornell stated “Our responsibility as adults, as public officials is both to encourage personal responsibility and to protect the most vulnerable–our children.  Those who market foods loaded with sugar or trans-fats to children under the guise of “Smart Choices” labels are doing great harm to them.  We need leaders like Thom Kleiner to take multiple steps–encouraging personal responsibility by adults, working with county legislative leaders and health professionals to create local legislation, and  forging alliances on the state and national levels to ensure that agencies like the FDA truly protect our children and do not look away while clever marketing masks dangerous health risks.”

Legislator Alden Wolfe has been working on a trans fat ban since last year and will be introducing a ban in the coming months.

(Orangetown, NY) Moody’s Investors Services earlier this week affirmed Orangetown’s Aa3 bond rating citing “the town’s stable and sizable tax base; healthy financial operations with strong reserve levels.” The rating reaffirms Orangetown’s highest bond rating in history and strong fiscal management during the worst fiscal crisis since the Great Depression.

“We’re proud of earning this rating from Moody’s, and we put a lot of hard work into achieving it. Since I was first elected, I’ve worked with the Town Board to hire financial experts to rein in our skyrocketing property taxes and restore Orangetown’s economy. We ended cronyism and held the line on taxes, ensuring Orangetown residents pay the lowest or next to lowest taxes in the County; and we’ve aggressively used tax incentives and Empire Zones to recruit new businesses and well paying jobs to Orangetown,” stated Supervisor Thom Kleiner.

Moody’s stated: “From fiscal 2002 through 2008, the town’s combined General Funds – the General Fund and the Town Outside Villages Fund – posted a series of surpluses of varying sizes, increasing the balance to $10.3 million – a strong 29.6% of combined revenues.

Strong fiscal management of the county’s budget will be a decisive issue in the upcoming election for County Executive. Under Republican Vanderhoef’s fiscal mismanagement Rockland County has had multi-year, multi-million dollar deficits and the County’s bond rating has been downgraded twice. Rockland has the second worst bond rating of the 28 counties in the Tri-State area. This history of fiscal mismanagement has resulted in the 28% increase in property taxes, the sales tax, mortgage tax, and the recently proposed cell phone tax.

In addition Rockland County’s pay roll has increased over 14 million dollars just this year alone and over 300 people on county payroll make over $100,000.

Statement by Orangetown Supervisor and Democratic Candidate for Rockland County Executive Thom Kleiner on the Proposed Poultry Processing Facility in New Square:

The Rockland County Department of Planning has raised a number of unresolved issues regarding the location of a proposed poultry processing facility in New Square. These issues need to be addressed before any public money is spent or any construction on a facility begins. In particular, the concerns of the Village of New Hempstead, whose residents would bear the brunt of this new plant in potentially reduced home values and unresolved environmental issues, must be heard and adequately addressed.

Given this situation, I oppose the decision by Governor Paterson and the Empire State Development Corporation to award $1.62 million in taxpayer dollars for this facility, which the Department of Planning objected to placing in a residential neighborhood due to what it deemed the “incompatible industrial use that should not be permitted alongside residential properties.”

This matter has gone too far without adequate effort to ensure cooperation and dialogue between municipalities within Rockland that have conflicting interests. In this specific instance, the lack of engagement and silence by our current County Executive is troubling. There appears to have been no meaningful effort by the County Executive to alert other elected officials and state agencies to the inherent conflict between the proposed facility and the concerns of the adjacent municipalities.

Additionally, the controversy over the facility has also generated or reinforced a belief that there is unequal treatment for different municipalities within Rockland driven by political considerations. These perceptions can have a pernicious effect on people’s attitudes and serve to further divide communities.

At this point, in the interest of fostering better communication and understanding between different communities in Rockland, the best course is to halt any further movement on this facility until the Planning Board’s concerns are addressed and a dialogue between New Square and New Hempstead is initiated.

STATE SENATE NEEDS TO ADD MANDATE RELIEF

TO LEGISLATIVE AGENDA
Mandate Relief for Schools Districts Would Help Reduce Property Taxes

(New City, NY) – Today, Thom Kleiner Orangetown Supervisor and Democratic nominee for County Executive, called on the State Senate to add Mandate Relief to their Legislative Agenda for September 10th. The New York State Commission on Property Tax Relief concluded that unfunded mandates are a leading cause of school districts’ cost increases and higher local property taxes. By passing Mandate Relief, Albany would end the past practice of ‘passing the buck” from the state to the school districts to the local homeowners. This will help schools streamline costs, eliminate waste, and reduce local property taxes.

“The State Senate should add Mandate Relief and the Paperwork Reduction Act to the Legislative Agenda on September 10th. In these tough economic times the State Legislature should be easing the local tax burden on working families to stimulate spending,” stated Thom Kleiner.

The State Senate will convene a special session September 10th to take up issues unaddressed after the June 8th coup that left the Senate paralyzed by partisan politics. The agenda lists over 40 bills, resolutions, and nominations the Senate will take up; none of these bills deal with Mandate Relief.

“Property taxes are the biggest threat to our quality of life in Rockland. We pay an average tax of $7,066 in property taxes; 7th highest county in the entire country. Albany must pass Mandate relief immediately,” stated Thom Kleiner.

The New York State Commission on Property Tax Relief, in addition to revealing that Rockland taxpayers average the 7th highest property taxes in the country, also stated that Rocklanders pay an astonishingly high 7.2% of their income on taxes, while the national average is 2.9%. New York’s excessive taxing is mostly driven by unfunded mandates from Albany.

The Commission recommended a number of ways to reduce property taxes. Mandate relief is a practical first step that Albany can pass immediately. This would limit Albany’s ability to force programs on school districts without proper funding.

“The Senate and Assembly are just sitting on critical legislation that they should pass immediately,” stated Thom Kleiner.

S5523, The Education Mandate Relief Act of 2009, sponsored by Suzi Oppenheimer, D-Mamaroneck, includes:

  • A prohibition on the imposition of new mandates on school districts after the passage of school budgets, until the next school fiscal year;
  • Authority for school districts to establish reserve funds for TRS contributions;
  • A requirement for regionalized cost containment/shared service reviews (by BOCES districts);
  • Authorization for “piggyback” transportation contracts;
  • Authorization for BOCES boards to fill mid-year vacancies by appointment rather than a special election;
  • Authorization for BOCES to perform auditing services for school districts; and
  • Authorize the exclusion of increases in pension contributions and health care premiums from the calculation of total spending under a contingency budget.

The five point plan incorporates tax incentives to home owners and businesses and low cost renovations to County buildings and roads that have been proven to be effective in municipalities across the country.

“Rockland County needs new leadership. We cannot afford to sit back and do nothing as homeowners continue to battle storm run-off damage. Harriet Cornell, Chairwoman of the Rockland County Legislature added, “In my experience nothing has caused more anguish to Rockland residents than flooding and drainage problems.  Thom Kleiner has a vision together with a comprehensive plan to remediate and prevent future flood damage as well as ways to protect Rockland’s finite drinking water supply. I am very pleased that water issues are at the top of Kleiner’s agenda and he will find ready support in the Legislature for these initiatives.”

“Four years ago in the Town of Clarkstown, we established the Drainage Task Force which started with more than 130 flooding projects.  We invested well over $14 million and completed upwards of 85 projects that have substantially reduced flooding damage for property owners. There is a lot more to do that requires aggressive State and County government participation,” stated Clarkstown Supervisor Alex Gromack.

Thom Kleiner, Democratic nominee for County Executive, has been the Orangetown Supervisor for the past 14 years. He has built a reputation as a fiscally responsibly manager who has fought to keep taxes low. Under his leadership, Orangetown has received the highest bond rating in its history and the lowest or next to lowest taxes in Rockland County for the past five years.
